Does anything privoxy related appear in your logs when you try and start
it?

Look at the rc.privoxy script, under the start() section, for the exact
command used to start the proxy.  Run that manually and look for any
kind of error output.  You may have a stale lockfile or something
similar laying around that's causing grief.
