Scott,

   Pardon my cynicism, but he's grabbing a political moment from something
that's already happening whether or not he makes a campaign issue from it.

   Note this quote from the article: "...unveiled plans for an Open
Technology center that is designed to boost the adoption of open technology
among developers and industries." Nothing about adoption by state, county or
local governments is there? And who would benefit most from the cost savings
in this era of tight budgets?

   Grandstanding. It's part of the political game.
