Folks that use PGP and need a console mail reader use gnus or mutt.  
PINE is dead, and has been since UW killed it by switching the license 
a while back.

I would seriously consider looking at alternatives.  PINE Is Newbie 
Emailer.  By needing PGP, you've graduated.  8:o)
