One place you might look is the Gentoo home page. (www.gentoo.org). 
Their web pages and documentation are mostly written in XML and use CSS. 
If you do some digging, you'll probably find out what tools they're 
using. Of course, it might turn out they use Emacs or some other tool 
designed for folks like me with a well-developed auditory modality. :)

There are plenty of open-source WYSIWYG editors that will *make* an HTML 
document, using LaTeX as an intermediary. Check out LyX and TeXmacs, for 
example. And someone also mentioned Amaya.
