Home Depot has a $20 dual-action vacuum/blower called the TurboVac 800
that works great for this kind of thing.  You really just want to use
the blower on sensitive areas and the vacuum with the brush attachment
cleans the inside of cases, fan blades, etc.

For the fans, buy low-viscosity sewing machine oil, peel the sticker
back and put in a couple drops of oil.  The difficult part is not
putting in too much oil and getting it all over the surface where the
sticker should re-attach.  I try to make a point of blowing out and
oiling the fans anytime I have to take a box down for an extended
period.
