[PLUG] Network latency and percent usage practices.

Hi folks,

When a retail ISP who buys bandwidth from someone like ELI has a 10MBit
connection, and they are operating at near capacity, e.g. 9700 kbps,
would that cause major latency (e.g. like 300 ms) at that retail ISP's
gateway to ELI?

For example, see the first graph at:

During times where that graph is almost at the "red" line, would that
indicate times where ping times might get throttled down from a usual
~80 ms to 300 ms+?

I'm trying more fully to understand how this issue might come about,
rather than bugging the ISP prematurely.  I don't know how these
agreements are usually strucutred (e.g. does the ELI-type player
typically let the extra traffic through but then bill, or slow down
traffic, or drop packets, or ???).
