Am not sure I get your question, clearly.  If you are asking "does the
linux window limit throughput needlessly", then I'd say no, the default
seems to be working just fine.  But my question is how to determine the
default tcp window setting, and how can I change it?

I am trying to gauge the speed impact of downloading the same large file
when it's 6ms away vs. 80ms away.  Next I'd like to explore how adjusting
the window further affects the througput.
