I think even ~/.config is not kde-specific (I seem to recall something 
about freedesktop.org working on standardizing this stuff?)

Try kde-config.  On my system 'kde-config --path xdgconf-menu' 
shows /etc/xdg/menu.  You might want to check other types though 
(kde-config --types) to see what types are defined.

I imagine that getting the configs into the xml format is largely 
distro-dependent.
