[PLUG] Why does this procmail recipe fail to work properly?

   A mail list to which I am subscribed sends messages that have this line in
the header:

To: matplotlib-users at lists.sourceforge.net

   One of my procmail recipes is:

:0:
* ^TO_: .*matplotlib-users at lists.sourceforge.net
programming

   Yet all incoming messages end up in my inbox rather than the 'programming'
file.

   Is there an obvious error I don't see?
