[PLUG] Network Connection Tools

Is there a tool I can use at my end to try to pinpoint a communication 
problem between me and a specific web site?

This morning I was taking an on-line quiz at a site I've been using for 
several months. Over the months, there has always been a variable amount 
of lag between hitting "next" and getting the next question. This 
morning, that lag was substantially worse, although still not consistent 
-- sometimes I'd get the next question almost instantly, other times I 
would wait for 20-30 seconds. Finally, after a particularly long wait, I 
got a time-out error (sorry -- I didn't write it down), and the quiz reset.

I called the provider of the quiz who checked his site logs and saw now 
apparent problems at his end. Our assumption is that the problem is a 
communications delay somewhere in the middle, perhaps with Comcast. 
Thus, the question about how to find that problem.
