We had a system that blocked files like that but we had to e-mail within
the company to share information and programs from multiple sites.

What we did was rename the file without the extension, send that file
and tell the user on the other end to save and rename it.
Worked well because the filtering system didn't inspect the contents and
the e-mail virus scanners won't (will they?) find anything wrong with the file.
