I have seen some great things with downed phones.  I was just with 
someone who did the same thing.  For two days we did not try to turn it 
on but instead took the battery off and the sim card out.  Let it dry in 
the sun and he held it out a car window while we drove around one 
afternoon. Air dry.  It originally had the screen full of water.  We 
then on the third day when all water appeared gone started to charge the 
phone.  Then we turned it on.  Presto!  The phone worked as though it 
never was in the wash.  This was great . Now of course he should be 
backing up his contacts but I doubt he is. 

I give it a few days to dry.  Other with us also had the same thing 
happened and waiting a few days and drying it has solve the issue.
