[PLUG] Data exchange/transfer application?

I've looked on Freshmeat and maybe I'm not using the right keywords.
Does anyone know of an server or application for automating moving
around files?  This is for EDI and similar files; basically, we have
dozens of jobs that pull files from one server and push them to another,
in some cases making transformations like encrypting them with PGP.
These transfers happen mainly over FTP and SFTP, depending on the other
party's capabilities; sometimes they happen on a schedule, sometimes
they happen on some external trigger like an e-mail with a particular
subject (I don't like that, but it's what I've got at the moment), with
notification and error reporting via log, e-mail, etc.  I don't need to
read or write or transform EDI or HIPAA file formats, I just need to
move them around, basically.

I can imagine describing these processes in a higher-level language than
what I have now, but I haven't actually found anything that does this.
