What general errors was the dev exhibiting.

My all time favorite was a custom app that would open, read and close
a 200 byte .ini file across a network an average of 4.77 times a second.
The developers said the network performance was killing their application.
I suggested they cache the tiny ini file.  They said it wasn't possible.
