I've typically used psbook and psnup from the psutils package to do that
with PostScript files.  It looks like pdftk doesn't do that sort of
thing, so you might convert the PDF to PS with pdftops (which works
better than pdf2ps), repaginate/scale/whatever and then converte back
with ps2pdf.

Nice thing about psbook is that you have pretty good control over
signature size.  You can either make the whole booklet one stack of
sheets folded down the middle, or break it up into smaller signatures
(it's hard to fold more than about 5 sheets of copy paper and get nice
results.)
