Wayne,

   I recommend Eric Meyers' books on CSS (Cascading Style Sheets) and a
current book on HTML.

   Two approaches to take: 1) Create your own from scratch using a text editor
(or, GUI HTML editor if that's your proclivity), and 2) find a web site you
like, view the page source (ctrl-u in firefox), then download the code and
use it as the basis for your own.

   Most important: spend time thinking about what you want to communicate. who
you are trying to reach, and what image you want to project.
