Have you tried LyX?  It is a graphical front-end (sort of) for LaTeX.

OK, it isn't quite that.  It isn't immediate graphical feedback.  It 
does provide a layer of insulation from LaTeX  though.  It isn't going 
to give you per-pixel control over every page, but it will 
automatically renumber all of your sections and chapters when you add 
one in the middle.  Great for mathematical formulas, especially if you 
learn the hotkeys.

As graphics go, you'll need to create those in an external program and 
embed them (eps is good for scalable graphics, don't think it does svg 
yet.)

Maybe LyX isn't what you're looking for, but it certainly is a different 
beast than TeX.   Judging from all of your requirements, I really don't 
think Visio is what you're looking for either.

Maybe you can do something for the scribus project that will help it 
mature sooner.
