Yes.  If you're using ISC's, in your /etc/dhcpd.conf file, add (globally or
otherwise):
option ntp-servers              192.168.0.1;

However, I can't tell you if / how this will affect Windows XP.  Am assuming
it will play nice with and honor most DHCP servers.
