Perhaps you should check out http://pdxruby.org/ , but I wouldn't be 
doing my job if I didn't suggest that you instead consider Jifty 
(http://jifty.org/) and come hang out with the http://pdx.pm.org/ 
crowd :-)

In either case, you'll need a shell account (preferably root) to be able 
to do anything useful.  There is some experience in the PLUG group with 
various virtual host services.
