I'll add a pitch for Trac:

   http://trac.edgewall.com/

It's loosely based on MoinMoin, but it includes support for trouble 
tickets and a project roadmap. (It also includes tie-ins to a 
subversion repo, though that feature would be of dubious value to the 
plug site).

I'd be more than happy to provide some overview and how-to info 
(permissions, SELinux interaction, Apache config) if there's interest.
