[PLUG] /bin/loadkeys Runs Only As Root

Stupid and obvious suggestions/questions category: Does /bin/loadkeys 
work if you
rename the file and run it manually from the command line? Are there any
error messages produced if you run /bin/loadkeys on ~/.keymap from
the command line? Is ~ expanding to what it should?
