[PLUG] /bin/loadkeys Runs Only As Root

I think Rich is using Slackware. Here's the bone stock defaults I have
running Slackware 11.0

drew at socrates:~/Shared$ ls -la /dev/console
crw------- 1 root tty 5, 1 2006-10-24 14:34 /dev/console
