[PLUG] Modifying LC_TIME

   Between GTK+2-2.6.10 and -2.8.12 the LC_TIME defaults were changed so that
the start of the week is Monday rather than Sunday. Of course, no gtk+2 app
allows the user to select the preferred day. The current settings for
LC_TIME are displayed by 'locale -k LC_TIME.'

   A Google search found a fellow in Great Britain running gentoo who found
some tools to change LC_TIME on his machines to begin the week on Monday.
This is apparently neither a well-documented procedure nor without risk.

   Has anyone here changed LC_TIME definitions? If so, please pass on the
procedure.
