Not Resolved: [PLUG] Newly assembled machine overheating

To recap last week's episode:
Soyo KT600 Dragon Ultra Platinum mother board with AMD Athlon XP 2200+
processor and Thermaltake processor fan. After system has been powered
on for a few minutes a beep alarm sounds: 1 second on, one second off,
and continues until I shut it down. Watching the reported temperature,
the most I have seen is 50 deg C. BTW, this is with the side off the case.
I did remove the CPU fan, saw no grease on the chip, cleaned up the
grease from around it, added new grease to the chip, cleaned the grease
off the fan, and re-installed it.
I went to the Soyo site looking for anything in the way of an
explanation for the alarm. It's not 100% clear, but it appears that this
is the ABR (Anti Burn Regulator) alarm. Recommendations include making
sure the fan is running (I checked it visually, plus the BIOS reports in
the neighborhood of 2700 RPM).
One recommendation is to clear the CMOS tables with a jumper. I did
this, and then followed the instructions for setting a default set of
entries from a BIOS command. When I told the BIOS editor to save and
exit, I got a continuous beep followed by a shut down. When I powered
back up, it acted normally -- at least as normally as I've seen it.
I proceeded to load FDISK from my old RH 7.0 install CD so I could clear
the partition table on the hard drive. When I exited FDISK I pushed the
reset button so I wouldn't continue installing RH 7. During the boot
process I was unable to open the CD drive to remove the RH CD. I powered
down, powered back up, removed the CD and replaced it with the SuSE 10.1
network install CD. I got as far as the SuSE 10.1 splash screen when the
ABR (I assume) alarm sounded. I let it go for a little while. This next
part is a little fuzzy: I don't recall pushing the reset button, but the
machine did reset. I watched the chip temperature display for a couple
of seconds and then powered down. This was the first time I've seen the
temperature above the upper 40's (it was 50).
This ABR alarm is set to go off at 85 deg C. If the chip is reporting
45-50 deg, why is the alarm going off? If the chip temperature is really
higher, why doesn't the BIOS say so?
Any recommendations on what to do next?
