I don't know YUM based distros at all, but isn't there a
kernel-headers package you could install rather than the kernel dev
package?  IIRC, if you use a full kernel tree, you need to at least
configure it to the same config as your running kernel.

FWIW, I don't believe I've ever seen *kernel headers (when installed
separate from the whole src tree)* installed to /usr/src/linux.  But
maybe Fedora or whatever is like that.
