[PLUG] digital signature checking

In the Linux world, we have md5sum, sha1sum, and
PGP/GPG that allow us to verify the authenticity
of downloaded software. These programs are supplied
with Linux distributions so users don't have to
deal with the chicken-and-egg problem of downloading
them and checking them for authenticity.

Similar programs are not shipped with most versions
of Windows, thus creating the chicken-and-egg problem
of downloading them. Has Vista changed this?
Does Vista ship with an authenticity checker?
