Here's how things went.

It turns out that the cable that comes with the Nspire doesn't work on
my Linux machine, but a generic USB cable that I use with my Epson
Stylus PHOTO R220 does work with it.

After about 100 lines of error messages, and less than 1/2 way through
the set of messages, this helpful line appears:

hub 4-0:1.0: Cannot enable port 5.  Maybe the USB cable is bad?

Based on knowing that my printer cable works and the one that came with
the USB IDE enclosure doesn't, I assumed that the cable provided with
the enclosure was bad and returned the whole thing to ENU for a
replacement. When I got it home I had the same problem -- the provided
cable does not work, but my printer cable does.

I'll just go with the printer cable. I won't be using the enclosure a
lot, so it won't be that big a hassle to switch the cable.
