No.  We have ~60,000 dhcp clients.  If dup addresses were a problem it would be a
known problem.

As stated before, the only persisting sessions are ssh.

        Partial Resolution

We changed the address to a static DHCP config.
We (ahem, I'm working with windows folks) the machine after correcting the time
configuration.

I'm inclined to believe that having the clock out of sync with the clients was the
root of the problem.

I term this a partial resolution because I don't know why it's working now, just
that it is.
