Which distro of Linux are you running? Some Linux distros do not install
PostgreSQL. Automatically (e.g., LAMP = Linux, Apache, MySQL, PHP). It may
be that SQL Ledger requires PostgreSQl rather and MySQL.

Do you have apache and postgres installed?
The sql-ledger site has detailed installation instructions. Once
installed, I open a firefox tab and type
http://localhost/sql-ledger/login.pl
The other useful script is admin.pl.
