Comcast is the first major company to limit torrent download speeds to fight against piracy. Look on ZDnet. They are trying to restrict the internet. Anyway try azureus instead of ktorrent or if you are a windows user try uTorrent.

No. Traffic shaping can be done by classifying packets based on port 
or protocol number(s) or even deeper packet inspection. E-mail zips 
along while your torrents crawl.
