I have dealt with SQL Ledger just a bit, but it was a while ago.
First, I would suggest uninstall the Synaptic package from your distro, and
install everything from the tar.gz or whatever they use on the SQL Ledger
website.
I have a feeling something in the package is missing, or a requirement, or
some such.  Try from "scratch".  This will be more likely to give you the
installer script, and this will more likely put everything in the right
place.
Apache and PostgresSQL should be able to install those from your distro
packages and use with it.  You also want to be sure you have Perl installed,
and any Perl modules called for by sql-ledger docs, I am guessing
PostgresSQL has a module, maybe some Apache modules, etc.
When I dealt with SQL Ledger it was on RedHat 8 or 9.

Have you tried asking the people at sql-ledger.com for assistance?
