[PLUG] What are /etc/environment and /etc/session for?

Yesterday's secure log shows entries like this:
su[12036]: pam_env(su:setcred): Unable to open env file: /etc/environment:
No such file or directory
su[12036]: pam_unix(su:session): session opened for user root by
rshepard(uid=1000)
su[12036]: pam_env(su:session): Unable to open env file: /etc/environment:
No such file or directory
I do not recall having seen an /etc/environment or /etc/session before.
How do I identity why PAM is trying to access them?
