NTP operates on UTC, not local time. NTP packets to not contain
information regarding local time zone offset or DST rollover
information. It is up to the local system to provide the local time -
by way of offset from UTC. For Pacific, that's 8 for standard time and
7 for daylight savings time. It is up to the local system to adjust the
offset from 8 to 7 in the spring and 7 to 8 in the fall. That's the
rub. Then, of course, there's JRE which does it's own time thing.
