Consider four visitors to your web space:
Renee on her new iPhone
Cal with his text only browser
Michael viewing it on a computer display
John printing a copy to read offline
All of those want to see your content. All of their displays have different
requirements for how layout will optimally fit the presentation space. If you
tightly bind the layout and content you have to redo your entire web space for
each of the target displays.
On another level the powers that be are finicky about how their pages dislay
and are prone to making changes to freshen up the appearance for the style du
jour. Best to have the content separate so you can just update the layout.
