This is important to me as well.  I've used gandi.net as my DNS registrar since 
2000 and feel confident they do the right thing when it comes to handling domain 
suspensions.

I went to see if they offer SSL certificates.  The do not, but I can across this 
article from Sept of last year:

Some of the companies mentioned in this article provide SSL certs.  Put GoDaddy 
and Verisign at the bottom of your list and you should generally be ok.
