That sounds wrong.  You need write permission on a binary?  It is not a 
binary?  Does `file $(which loadkeys)` say anything about it being a 
script?  I can imagine scenarios where write permission on a script (or 
even a binary) would make a difference, but most of those imaginings 
are the stuff nightmares are made of.
