It helps to get a good .emacs file from someone. I put up a sample
file at http://mirror.wrlug.org/emacs/sample_emacs_files/_emacs
Every .emacs file I've ever seen has a (custom-set-variables) form in
it somewhere. You can add this to the form:
'(tool-bar-mode nil nil (tool-bar))
Or you can use M-x customize-variable to customize `tool-bar-mode'.
This will do the same thing, namely writing the above quoted list to
(custom-set-variables) in your .emacs file.
I suggest upgrading to emacs 22 or 23. You'll have to do it sooner or
later, and there are backwards compatibility issues between 21.4 and
22. I happen to know that JDEE is moving toward emacs 22+
compatibility.
