The lawn at Pittock Mansion has views of both mountains. The Wildwood
trail goes to Pittock Mansion from near the World Forestry Center in
Washington Park (across from the zoo).

Another view point, but not really walking distance from downtown, is
the stone structure on Rocky Butte (it's just west of I-205 and just
north of I-84). You can also see Mt. Adams, and probably Mt. Ranier from
there. I'm no expert with the Trimet route finder web page, but it looks
like the 33-Fremont line runs out to Rocky Butte Rd. You'll have to walk
up from there.

Of course, all of these depend on the weather.
