[PLUG] What's up with WHOIS and skimpy registration information?

When trying to backtrace spammers, the WHOIS information is typically
skimpy to nonexistent; I get a page of boilerplate, but none of the
contact information that was available a year or two ago.

It is not surprising that this is happening; under the guise of privacy,
Versign is protecting their fellow criminals.  Still, it would be nice
to be able to track down the bad guys.
