[PLUG] sendmail ruleset 1 ?

Given this...
"there are two domains that send mail through the server, domainA and
domainB, if the sender is from domainA, the inbound mail is handled by
the local server but if the sender is from domainB, the server should
forward the message on to a smarthost"

( I hope I explained the scenario clearly enough )

Is the proper place to be looking at making modifications to sendmail in
ruleset 1? 

I'm looking at authsmtp.com for some mail forwarding issues for _some
of_ the domains that use a particular server for their smtp server.
