[PLUG] Open office question

First ensure the picture is anchored to a paragraph or page or
something, not as a character.  (This can be changed through the right
click menu.)  Then, right click on the picture and select "Picture...".
Go to the "Wrap" tab and select "Through" and check the "in background"
checkbox.

This is on OO 2.4.1.
