I don't see any bin files on that site.  Have you tried the instructions here:

 (note the slight differences in the url)

I think this is the file you need to download:

http://ella.slis.indiana.edu/~paolillo/projects/varbrul/rvarb/RVarb_0.2.r

You'll also need to install R (it should be in synaptic).
