Minor/major quibble: All electricity is delivered above ground at some
point of the journey. All it takes is for some drunken fool to smack
the pole where it transitions from above ground to below ground to
really mess things up. Or anywhere upstream.

Of course if you have a buried cable directly to Bonneville the above
does not apply. <g>

I've had way more outages since moving to a neighborhood with
underground utilities.
