One way is the same way other public infrastructure (like streets,
water, sewer) was accomplished.  You decide to build it, sell revenue
bonds (borrowing), build it, and charge fees to pay the bonds back.
We bonds are retired, fees can drop to maintenance levels.

To the degree necessary, you might end up continuing to build
infrastructure further and further.  But if you get somewhere that you
are getting good service and neutral carriage, you can stop.  Right
now in Portland, that basically equals the Pittock Building downtown.
