[PLUG] LAMP programming needed

A friend of mine is looking for a LAMP savvy programmer type to pick up 
a project mid-stream and take it to completion (previous guy was not 
cutting it).

The project is about 60% complete but that is a guess.  Breaking it down 
this is where they are:


Database Tables and fields
90%

Stored Procedures for data
50%

SMS Link       90%

Web page functionality                                                 25%

CSS Framework      75%
