[PLUG] WiFi in Iraq

My brother is in Iraq with a laptop. The laptop dual-boots Windoze / 
Linux Mint (don't remember which  Linux Mint version, probably 4 or 5). 
He is sick of Windoze, but doesn't have enough knowledge to get his 
Linux Mint on the WiFi.

When running Windoze, his laptop "just finds" the WiFi connection. He 
then clicks on an icon that appears on his desktop, enters his credit 
card information and purchases access for a week / month etc.  For the 
period that he has purchased, thereafter, he just clicks on the icon and 
is then able to start up his browser etc.

Where would be a good place for him to start?
Or is there one?
