Yes, the limited RAM can definitely cause exactly what you're describing.
What kind of processor speed do you have in that laptop?

With a modern OS running on 256MB of RAM, you will see a lot of swapping to
the hard drive. Since the hard drive is much slower than RAM, it will take
much longer to do anything.
