Fedor nailed it. It's a bad board. He's going to need to buy another one 
off of eBay and replace it. However, there currently are none. This 
tells me that "likely" this is how most of these laptops fail, which is 
why you can't find any motherboards. The two "for parts only" Aspire 
1800's on eBay both indicate problems with the motherboard as well.

I would add with the parts you've bought already, if you buy one of the 
"for parts only" laptops on eBay you could have probably bought a new 
laptop with a 1 yr warranty. I would forget fixing this. Also, know that 
just about all the computers you look at in stores like Best Buy are the 
lowest quality manufacturing you can buy.

If cost is an issue then get what you can afford. If you want something 
that lasts, look at Thinkpads, Latitudes/Precisions, Apple, etc. Just 
picking one of those up you will feel the difference in quality.
