i don't know if debian based systems are layed out the same as redhat. 
look to see if there is a /etc/pam.d directory.  in there you should see 
config files for all the various services.  most likely there will be some 
kind of line in each one that includes a global system policy.  look 
through things and look a timestamps to see if anything looks odd.
