Fred,

   I have a vague recollection of a thread on this mail list several years
ago when Verizon first offered their FiOS service and this point was raised.
IIRC, it depended on the technician who istalled the glass. If he left the
copper installed it could be used as a fall-back. Perhaps over time the
telco decided to remove that option.
